Penalty Charge Notices
Penalty Charge Notices (PCNs) are issued to vehicles parked in contravention of the Traffic Management Act 2004. The Act enables parking enforcement activities to be carried out by, for or on behalf of enforcing authorities.
When a PCN is issued, it is because a Civil Enforcement Officer (CEO) believes that a contravention has occurred for which a charge will be levied. These charges are, initially for either £50 or £70 and the CEO will print a ticket explaining the contravention and attach this to the vehicle windscreen or hand it to the driver if they are with the vehicle.
The owner of the vehicle can then challenge the PCN, if they believe they have mitigating circumstances or pay the PCN. If the PCN is paid within 14 days of the contravention occurring then the charge is reduced by 50%.
