Hotel & Guest House Permits

Important message for Existing Permit Holders

If you have an existing permit which you purchased from Norwich City Council this will need renewing on the Parking Operations system hosted by MiPermit.

If you gave Norwich City Council an email address or phone number when you applied for your permit this will have enabled us to set up an account with MiPermit on your behalf.  Please follow the instructions on our Using MiPermit page to renew your permit(s) or access your account.

Hotel & Guest House Digital Permits

Business rated properties

Permits are available to hotels and guest houses with business rated premises outside the city centre parking zone.

Please be aware that many, more recently constructed properties are not eligible for permits.

If your permit scheme was introduced after July 2004, only properties that were occupied at implementation are entitled to permits. Conversions and subdivisions of older properties are considered to be ‘recently constructed’.

Up to three business user permits are available for the first five letting bedrooms, and then one permit for each set of up to five additional bedrooms.

Airbnb/short-term lets

Properties outside of the city centre parking zones that operate as an Airbnb or short-term let may apply for one guest house permit.

Eligibility

Please contact parkingpermits@west-norfolk.gov.uk to find out if your property is eligible for this type of permit.  You will need to supply the full property address including post code in your email.

Permit Cost

  • Permit duration– you can have a permit for any period between 1 and 18 months.
  • Calculate the cost– the permit fee is calculated by multiplying the £16.50 monthly enforcement charge by the number of months required and then adding the £18.55 admin charge.

How to apply

Once you have confirmed that your property is eligible for a permit you need to apply for this online. You can upload the required documentation with your application.

To apply for a hotel/guest house parking permit, you’ll need:

  • your vehicle registration number
  • the vehicle’s DVLA registration document (the address on the DVLA document does not need to match your permit application)
  • a business rates bill or utility bill for the business address dated within the last 3 months
  • proof of the property let listing if online

What happens next?

Once we receive your application, we will review the details you have provided and will either accept your application or ask for more information.

If your permit application is accepted, you will receive an email to confirm this and, as these are digital permits, your permit will be available to use straight away.

If your permit requires further information we will ask you to provide what is needed and you cannot use your permit until it is approved.

You’ll need to renew your permit each year. We’ll email you 30 days in advance of your permit needing renewal, please add no-reply@mipermit.com to your safe senders list to ensure your email does not go into your spam folder. This is a courtesy email and it remains your responsibility to make sure your permit is valid.

Activating your Permit

Each time a new guest arrives at your property and requires the facility to park on-street, the following actions need to be undertaken:

  • Log into your MiPermit account either on a browser or using the Parking Ops App
  • Select the permit for the property you require
  • Edit the registration number

Further instructions with accompanying images as to how to do this can be found here

Failure to update the permit with each guest’s details may result in a Penalty Charge Notice(s) being issued.

Notifying us of a change / Replacing a Lost Permit

Any change to an existing permit will incur a £18.55 administration fee.

To make a change to your permit, you’ll need to log in to your Mipermit account.

Refunds and exchanges

Refunds will not be made on any unexpired portion of a parking permit, so you are advised to select the length of permit suited to your requirements.
