Enforcement Agents

The Norfolk Parking Partnership (NPP) will use agents (sometimes referred to as ‘bailiffs) to collect the debt accrued when a Penalty Charge Notice (PCN) remains unpaid.

These agents must adhere to National Standards and Government Regulations under the Taking Control of Goods Act 2014 and Tribunals, Courts and Enforcement Act 2007.

Newlyn are the enforcement agents for the NPP.

If your PCN is at enforcement stage, you will need to contact Newlyn  and deal with them directly.  Please do not contact Parking Operations as our staff will not be able to assist you.

Process

The process they work to is as follows:

Compliance Stage

When the case is passed from NPP to Newlyn, £75.00 is added to the existing debt and an Enforcement Notice must be issued to the debtor within 7 days of the case being handed over.

Enforcement Stage

On Day 22 an Enforcement Agent can visit the address of the debtor and a fee of £235 is added, this is additional to the £75 Compliance stage fee.  £235 can only be added once, even for multiple outstanding warrants and no matter how many visits an enforcement agent makes to the address.

Enforcement Agents may enforce on Sundays as well as every other day of the week.

Sale of Goods Stage

If the debt is not paid by the end of the enforcement stage, then possessions may be removed and sold.  This can include the debtor’s own vehicle.  A fee of £110 can be added to the amount owed.  Additional costs for storage, auction etc can be added but are limited and must be court approved.

Payments

Once an Enforcement Agent has been instructed all payment must be made to them and NPP cannot discuss the case with you, please contact Newlyn.

Complaints

Any complaints must, in the first instance be directed to Newlyn and their complaints procedure followed.

If you remain dissatisfied once Newlyn have conducted their enquiries, then you may contact NPP to look at the case.
